Im pretty sure it has been done to death, but how does a unit without deep strike, outflank, infriltrate or scout, come out of ongoing reserves?

Outside of a formation special rule, by walking on from your friendly table edge.

From the second sentence (of only two) under 'Ongoing Reserves':

"Units in Ongoing Reserve always re-enter play at the start of their controlling player’s following turn, but otherwise follow the normal rules for Reserves."

You would then look at 'Reserves' and skip to 'Moving On From Reserve', which tells you:

"When a Reserves unit arrives, it must move onto the table from the controlling player’s table edge."
