i just want some feedback on my army list

Masque detachment

- Inriam's Spectre
Note: he is gonna be my main flank protection and/or my guy who brings my enemies closer to my troupe's with is death is not enough special rule

You have two troupes that will be left completely unprotected. You're paying 33pts for T3 5++ models that have to footslog. They'll probably get shot off the board very quickly.

If you drop all the guns from a troupe, you can buy an additional shadowseer. I would do that on at least one of the troupes. Then the death jester can join the last troupe, so you have 2 veil and one shrouded to make your units a tiny bit more survivable.

Also, have you considered dropping one starweaver from the 3 man squad to get the blades of fate (rerollable jink save)? Their main problem is the two model limitation, but if you're running a 3 jetbike squad, I think it's worth dropping one.
This could be another way to pay for a shadowseer.

Oh, and since I think you're starting Harlequins: the plastic troupe kit doesn't have that many caresses and neuro disruptors. Did you want to keep the same loadout on all your troupes to make it easier to proxy?

I don't like the blades of faith, in the masque detachment you can run and assault so the enemy doesn't have ´too many opportunities to shot at them and only having 2 jet bikes for rerolling jinks isn't that worth for me

then I don't wanna stick my death jester into a troupe, he will slow them down. if I can run and assault I should use that and the jester is best in shooting so

and drop the weapons on one or both of my troupes and go for a second psyker, thats a good idea

Only units with fleet benefit from rising crescendo, and skyweavers sadly don't have fleet.
Also, don't forget you can jink against overwatch. So even if you manage to keep your skyweavers out of LoS during your opponent's turn, you'll get shot at during overwatch (and a heavy flamer can make harlequins cry).

About the death jester, I would join him at least during T1, even if you split him from the unit during T2 movement phase so your troupe can run.

that sound neat putting the jester into my blank troupe where they function as a meat shield

and with the jet bikes, I really don't know I disarmed my 2 troupes and got a second shadowseer lvl 2 and I think I'm gonna keep my 3-3 skywaver setup but where should I put my 2 shadowseers, into a troupe or solo? and if into a troupe both into the disarmed ones or one into my main troupe and one into a disarmed troupe
