My friend and I like to play 5th edition just because of preference of rules but it's unclear on the rules of out flank. Are you able to move, run, and assault on the same turn the unit arrived from reinforcements?

Outflank is exactly like normal reserves except you do it from the side of the table

You can move, run and assault when arriving from outflank and reserves, as there is/was no distinction between a unit arrived from reserves and one that didn't, except for the case of deep strike.

Some people find the idea that other people can be happy offensive, and will prefer causing harm to self improvement.

How the editions have changed things over the years...they got rid of being able to assualt when coming in from Reserves now.; I guess they felt it was too overpowering (so only give it to special snowflake units now)

It was.

having 50 CC scouts with powerfist sgts assaulting on the same turn won me silly number of games, and I wasn't abusing it the worst

One tactic in 5th to deal with this was to build a picket fence of your models along one side edge (using infiltrate or fast moving models). If you can manage it, then he's screwed as any units that roll to come in on that side are destroyed, and any units that come in on the other side are so far away they're pretty much out of the game. Not easy to do, but it can be done. Flamers in reserve are fun as well...
