Comparatively yes, although the details of that point are so lost to the sands of time that it could have been every bit an authoritarian hellhole and we wouldn't know.

The only information we have is from the myths of the Imperium, which isn't exactly a reliable source...

No, but humanity was in a much more comfortable position.

It still had to contend with all the nasty xenos races and warp entities we know and love but it had the tech, the knowledge and the infrastructure to deal with them effectively.

Necrons: 4000+ pts
Tyranids: 1000+ pts
Word Bearers: 1500+ pts
Emperor's Children: 1500+ pts
Minotaurs: 2000+ pts (killed by Primaris, thanks GW)

It may not be perfect but it had the military capabilities to defend itself from the threats, and win.

We know almost nothing about this time except that humanity hade very few (if any) psykers, utilised the STC, fought wars largely with robots, had the men of Iron, built warp gates and lacked the Astronomican. Also it was in the last days of the Eldar empire who where probably viewing mankind as mankind views the Tau. We know the Emperor was around but not what he was up to. Frankly it's anyones guess.

We can safely say it was better then what was to come next. The men of Iron rebellion and the age of strife really screwed mankind over. At least untill the great crusade happened and then nothing went bad for mankind ever again.
