More like $700 - $1000. You can take a deep dive on Forgeworld for units that are more expensive.

No and Yes.
FOCs have changed. You take detachments these days. The
BRB spells out a detachment called a
CAD, which is just like the old
FOC. Individual factions have their own detachments, which mostly look nothing like the
FOC. You can take as many detachments as you have points for. There are some restrictions on what detachments can be in the same armies.

Basically, yes. They are starting to give some love to
CSMs, and recently released the Traitor Legions Codex. it has rules for the big ones.

It's different, but it does not suck. The big difference is the new types of units: flyers, superheavies, and fortifications change the game. The psychic phase is new, and a little more interesting than the old rules. There are also these things called D weapons. They kill a lot of things.

Yes, but it's not as bad as it used to be. Traitor Legions and Traitor's Hate introduce new detachments that make them suck less. Raptors, for instance, can assault from deep strike when they are taken as part of a Raptor Talon. This has an impact on games.

Balancing the game - not really. Supporting competitive play - yes. They have been doing marketing at major tournaments and running rules changes by tournament organizers.
Yes. Don't know the measurements, but it's bigger. You can still use the old bases.
