There is a fair few tricks in this selection. The obvious ones are Coatez making everything OS which makes the Storms incredibly points efficient, the mass spamming of psybolt ammo for the glorious flood of tl st7 rending shots and the multiple fast platforms of melta that may come back when destroyed on a 5+.
There are less obvious but just as effective tricks built in though. Many would assume I've included Desvalle's Holy Circle for the 4++ on Pask but this is just an added bonus. The real reason is not even the no DS within 12'... it is the scattering within 12" causes an automatic mishap. Combine this with the flood of jamming beacons on the Storms making everyone scatter 4d6" and the opponent runs a HUGE risk deepstriking any thing in, especially since the footprint of the tank will mean the bubble is much bigger than a 24" diameter.
Another little trick is the single DCA in each accolyte squad. The squads aren't THAT scary at all... until you consider that they are a mere 25pts each and have Hatred so could easily earn their points back multiple times over if ignored.
Finally the split between the Chapter Tactics (not seen anything prohibiting this) means that the Mantis Warrior scouts have Hammer of Wrath (plus Hatred don't forget), the Raptor scouts add 5 rending shots to their assault cannon gunboats, whist the solo Storms all have IWND (probably not that useful on Storms but every little helps). If there is a rule I've overlooked or if people have issues with this or if it is a friendly, I would simply just make everything Mantis Warriors, give the bolter scouts Bps & ccws instead and put them in MM storms and move the assault cannon storms to FA.

So altogether that is 17 vehicles, 2 of which have front of av14, 9 of which are fast skimmers. Of all the rending shots that's 20 Preferred Enemy st 5 from Pask, 24 tl st7 ap4 from the Razorbacks, 16 st6 ap4 from the Storms and 10 st4 ap5 from the scouts. Combined with plenty of fast moving melta and the rest of the shots from the tank squadron.

You cant have all of those chapter tactics in your list. You have to use 1 chapter tactic for all of the marines in the list. If you read chapter tactics is says "All models from the same detachment or formation must be drawn from the same chapter". See page 189 of your codex.

The Castellans of the Imperium allows you to take from multiple armies so I see the argument that you could take from different marine armies. However your quote from the Marine dex itself does seem to prohibit this even if it was originally just meant for normal marine lists.
So I would do exactly what I said above:

The list then losses very very little. IWND on 5 Storms (rare that this would have much affect anyway I reckon) and 10 rending bolter shots but gains 10 HoW attacks on marines.

Side note: forgot to include the fact that all the acolytes also have bolters in the list above.

Yea I have had this discussion before with people. I didn't feel like it was the original intent but chapter tactics is quite specific that in the same detachment they must be the same. Castellans of the imperium is 1 detachment :(

Also, I assume you switched off Raptors tactics, but it does mean that your storms can only move 6" if you want the scouts to fire at full BS.

Otherwise it looks pretty good

Cheers. Aye the idea was that those two speeders shoot from around 24" away and do very little movement. Now they are swapped to Mantua Warriors, I would consider dropping couple of DCAs to include another couple of combi-meltas. Maybe a 3rd for 2 melta bombs too... But the DCAs are soooo points efficient. Tough one.
