I have seen numerous people, whos knowledge of the rules I respect, refer to it as being classified as a Fast Vehicle but I cannot find the rules for this version of it anywhere. The problem is that it seems to have several different rule sets in different IA armor books as well as FAQs. Where are the most recent rules for this tank and is it a Fast Vehicle?

It is in IA:Vraks, it isn't in previous instances. Outside of the IA:Vraks DKoK list you're depending on people acknowledging that it's pretty clearly meant to be an update to a unit that was hopelessly terrible in the past and letting you use the new rules in other lists even if it isn't technically correct RAW.

Hmm thank you. I was thinking of trying this tank out for the novelty of having a Fast Russ, but if it was not Fast, and merely lacked the Heavy rule like the older versions, it would be a nearly pointless vehicle. Blitzing around with a couple of multi-meltas as well as having the capability of driving away from certain melee threats might be interesting though.

Not that I know of.
The latest rules that hold it (that I know of) is the Imperial Armor: Volume One- Second Edition.
The Conqueror is labeled just as "Vehicle" meaning its not fast, but its not "Heavy" either. Its main weapon the "Conqueror Cannon" is Heavy with a smaller blast and the same St and AP at the normal Battlecannon with a shorter range. It also has a coaxial weapon for rerolls.
It can move a lot faster than a normal Russ. But its not a Fast vehicle to any extent.
It built to be akin to the British concept of a "Cruiser" tank with a similar role to the Naval Ship of the same name. Fast, Light armor (relative to other tanks), and hard hitting. Racing around at speed to punch a hole through enemy lines.
The conqueror is supposed to do the same thing. Move at a higher speed than a normal russ, with (almost) the same firepower and punch through enemy lines. IN practice, it didn't quite work. eventually being rolled into Medium Tanks then later Main Battle Tanks. But this is 40k. antiquated tactics is the norm.

I was looking at the same rule set for it - IA:V1-SE but I knew it had newer rules than that and had been FAQed since that book came out. As a Fast Vehicle type it can actually operate in its fluff intended role, which is why I assume they gave it the rule in Vraks as Peregrine pointed out. In a 7th Edition Maelstrom world it certainly has the potential to be one of the more useful Russ variants, in my eyes, as a Fast vehicle instead of Heavy.

So in most people's meta, does the Armoured Battlegroup Army List conqueror gain fast simply because of the new rules?

It's fast in IA5 2nd and IA13. It's Conqueror Cannon is also AP3 in IA5 2nd while IA13 doesn't have it's profile listed...
