The lamp only needs to accept regular light bulbs. Then install these http://www.verilux.com/full-spectrum-lightbulbs/compact-fluorescent-cfl/
They're full spectrum light (white) so it's as close to painting in sunlight as you can get, they're low energy use and don't get very hot, and last a long time (all mine have been in use about 7 years now). At the time I bought them they were $20 a pop and I never regretted a dime.

I can't recommend this enough. White light with good coverage, mag glass for detail work, and a lever arm to round it all off.
Well worth the money; I've had mine for two years, and I haven't had to change the bulb once. It's even travelled halfway across the world to my new home

The CFL daylight bulbs work, but I just replaced all of mine with daylight LED bulbs and I'll never go back. The difference is astonishing. I picked up a two-pack at Home Depot for about $15. In the UK, you'll probably find them at a major hardware or department store.

If you're wanting a cheaper option (Although, as standard, you get what you pay for) and you're thinking of going down the route of just getting some daylight bulbs and putting them in a standard desk lamp, then I can recommend these:
http://www.ebay.co.uk/itm/331631790088?_trksid=p2055119.m1438.l2649&var=540775616086&ssPageName=STRK%3AMEBIDX%3AIT
Cheap and Cheerful I know - but I've had no trouble with them so far. I would recommend at least two of them to cancel out shadows - I'm wishing I'd got one more myself. As for the lamp itself:
http://www.ikea.com/gb/en/products/lighting/work-lamps/tertial-work-lamp-silver-colour-art-40370283/
Again, cheap and cheerful, but you can remove the shade if you want and it can be bolted/screwed to your desk. It uses a E27 screw fit bulb.

Heh! I was going to mention this myself. I've got one next to me, attached to the table. I used to have long, fluorescent white desk lamps from Argos and Micromark, but they broke and it looks like they aren't made anymore. Not in an easily affordable form, anyway. I got the Ikea lamp as a replacement, with the recommended 'opal white' bulb, and it does the biz so far. Might get a second for proper lightbox lighting.
It clamps to the table edge though. You can screw or bolt it if you like, but there's little need. Unless clamping is what you meant...

@Vermis - I forgot about the clamp actually - I've screwed mine down (My desk is old and shabby anyway). But yeah, it does come with a clamp. I haven't actually used mine yet as I need to get another bulb, but it's construction is sturdy enough and no worse than my angle-poise that I'm currently using.

ALZO full spectrum 15W light bulbs. Ideally you want a bulb that gives a CRI (Color Rendering Index) of 90+ and a temperature of 5,500K or so. Too high a temp and things may get a bluish tint. You'll need 2 lamps for them. Any gooseneck lamp will do.
