I'm not sure I understand the question. Do you want to know if the it's legal to play a game where both you and your opponent play the same faction? It certainly is. Killteam or otherwise.
Fluffwise, orks are probably the easiest race to justify a fight amongst themselves.

You of course can, but for me Kill Team is always more enjoyable versus different sort of opponents. But as an introduction it could work well.

It can certainly work as two rival mobs having a go at one another. Something along the lines of mob A suspecting mob B of something sneaky, so they get their retribution in before they even get a chance to do it.

Nope, not at all, if you try to play ork v ork, GW will send someone round in an unmarked car to put a stop to this madness !

Seriously though, yea you can do what the feth you want.
Orks are pretty well known for their in fighting as well.

When Orks aren't killing other people, they kill each other. The winning leader should go ahead and add any survivors to his mob. Do this by adding the same amount of boyz left after the battle to your mob.

I can honestly see this as a great gateway drug way to start playing 40k.
