- Can a PK Nob be your Warlord? Yes
- Can you use the Nob Model as say a Big Mek or Warboss? Sure if its reasonably boss looking (Orks and kitbashes are always a good thing) and/or your opponent is fine with the counts as.
- Can you take a Nob with a PK as an HQ entry for your army? No because Nobz are either a unit upgrade or an elite choice which consists of multiple Nobz in a unit.

To be far, it's not even Counts As. Remember the original Ork Warboss models were no bigger than your average ork. The 2nd ed. Nazdreg and Ghazghkull miniatures were smaller than the metal Ork Nobs produced for Gorkamork and 3rd edition. There's nothing saying an Ork Warboss must be ZOMG HUEG. Its unit type is Infantry (Character). It doesn't have Bulky or Very Bulky at all.

So if he wants to use an Ork Nob with a power klaw model as a warboss? As long as his opponent knows and it's obvious enough it's fine.

Just look in your codex to see what units are HQ options.

I think the models changed when the ork fluff did. In 3rd they went with the "doesn't stop growing until they lose a fight thing", which might have actually been more to curb stand ins in hindsight. There might be a titan sized one? Can't remember.

I should imagine an Ork dat is Kunnin' But Brutal is going be a bit skinnier and more wiry than his Brutal but Kunnin' counterparts.

Might I also point out that the fluff states that the Eldar are a dying race and here we are expected to field Guardians in droves?
