First does anyone like Chapterhouse or another company make bits for 30k?
Past that, what should I order for 2 small starting forces?

These parts are pretty awesome for all your 8th Legion needs.
Define "small starting forces", because 30k is usually much higher in points 2500-3000pt vs 40k 1850.

I would venture 1000pt would be a good jumping off point then.
A lot depends on models you have/want, fluff goals, Rite of War choice, etc.

Chapter House isn't really in operation any more. From what I understand, they'll take your money, but don't expect anything back.
If you don't like the Forge World shoulder pads, check out Shape Ways. There are some interesting bits out there.

Well, depending on how small "small" is, you can always try Betrayal at Calth/Burning of Prospero. I'd lead towards Betrayal at Calth, if just for the Marine focus and the generic character sculpts, instead of the Legion specific BoP ones.
Split them as the cover art and marketing shows, and move on from there.

So you can get shoulder pads for every legion there, all marks of tactical, and almost all terminator (he's still working on designing tartaros).
If you're looking for a cheap foot in the door for models, get a Calth and Prospero box. That'll give you 60 tacticals, 10 termies, 1 dread, and a handful of characters to start your forces off with, all for just $260.
