Dump the tankhammers, bustas are better are range now. I'd drop the boarding planks too and go for 4x rokkits on the wagons.
Mostly, I think the issue is the bustas would fare better in the battlewagons and the boyz would fare better in trukks. Wagons have better armour but once they dump the boyz, there is less reason to waste firepower on that av14 armour, and you want the enemy doing that. Putting the butsas in there keeps them relevant all game. Meanwhile, the trukks are also less useful after dumping their payload, but they cost a fraction of the points the wagons do.
The biker nobz are kind of a point sink. The unit size is too large for competitive games, you gotta break them down. To do this you'll need to field a double CAD, which you can do with your 2 hqs and reorg'ing your boyz into 4x10 in trukks. That'll allow you the 2 units of tankbustas and to split the nobz into two or three units.

The biker boss already has a 4+ armor thanks to the bike, the eavy armour upgrade is useless.
Nob bikers are overpriced, with the same amount of points you can field more 20+ warbikers. More than twice the shots, twice the wounds and you have some points for a couple of pks too.
As slip suggested drop the tankhunters, add some bomb squigs if you want to improve the tankbustas.
I like units of 20 boyz in battlewagons, but you need nobz with pks with them, ditch the eavy armours and the boarding planks instead. Stick a mek in each squad if you have the models, so you can save your nob from challenges as the pk strikes at I1.
I'd add a unit of mek gunz too, you have another heavy support slot available.

You've not added up your points correctly, the Nob biker unit is way more expensive than you noted down. You've got about a 1770 point list here

The problem is he's running a list of four elements. The biker star, the bustas, the boyz, the wagons. He's only got 5 offensive units, 9 total units. The wagon and boyz really need to be treated as separate elements in their own right so In my mind it comes out like max/min'ing instead of min/max'ing. Just spreading out too little over too much. I'd refocus the list. Grab the blitz brigade, RRs, 4x Rokkits 675. 2x bustas = 130, 3x boyz, nob, pk = 285. = 1090. Then we gotta ask if Zhad is really needed. I4 pk is nice, but if you aren't maxing troop slots with msu bikers, is he really worth taking? I'll roll with him, but only because he synergizes with the scouting blitz brigade. The bikerstar is definitely overkill as is, and could be pared down. Maybe do +zhad + 6 bikers + nob w/ bp, bc = 278 = 1368. The last 132 points would get ya 22 extra boyz. get +6 for each of the x3 boyz squads for 18 extra, with the extra 24 points grab some bomb squigs or 'eavy armour on the nobz. He'd still be at 6 offensive units, but 5x wagons instead of 2 so av14 across the board. Keeps the biker/boyz theme of the list but makes his units more survivable across the board. At least that's how I'd do the list.
