Can you place units under a Skyshield ?
If units can be under, would those units be immune to Barrage weapons or flyers.

If they can be physically placed under then go ahead. They would not be immune too Barrage weapons or Flyers, provided any usual line of sight etc. requirements are met.

Technically, no.
The rules don't require LOS from barrage weapons and being under something does not have any rules that prevent them from being hit by them (regardless of how little sense that makes)

As for flyers; if they can see the unit they can shoot it, so from certain angles they would be untargetable, nut that's situational.

I would argue that the requirement for the center of the blast marker to be placed over a model cannot be met (because the player cannot physically see how to do this) and so the unit cannot be targeted at all.

Measuring, temporarily removing skyshield. Either way blast can be put and hits everything under it regardless of which floor it is. You could stack 10 skyshields top of each other and hit troops on every one of them if they are on same position horizontally.

Don't put models under skyshield and at the top at the same positions.
