So I know this has been covered and the conclusion many (including myself) have come up with is that: NO units cannot Soulburst while embarked as they are not considered on the table.
But I was reading through the vehicle rules the other day and something stuck out to me.

Why are embarked unit Fearless? If they are not on the table and thus not subject to any of the rules that they would need Fearless for, then why put it in?
Was this just an oversight they included before they decided to FAQ the units as not on the table?

Side question: Can units embark into vehicles that have moved up to 12". I have read and reread the Transport section and I only found reference to the vehicle moving no more than 6" for Disembarking. I did not see anything that prevented Embarking, other than Tank shocking, preventing Flatout moves, etc.
I must be missing something.

They are Fearless so people won't run away if they get template'd in a open-topped vehicle

I've seen many a unit die in previous editions because they could not escape after their buddy blew himself up with a plasmagun...

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
