Been looking for a kill team box set for the rule book and tried two retailers.
Both got back to me saying GW are no longer supplying them.
Could this mean that a new rule book will be out soon or am I misreading the situation?

I really doubt that GW would just drop one of their more popular rulesets (Seriously, Kill Teams has blown up recently)
So yeah, probably a paperback release on the way.

When were the rules in Hard cover? I thought both books were soft back.

Agies Grimm:The "Learn to play, bro" mentality is mostly just a way for someone to try to shame you by implying that their metaphorical nerd-wiener is bigger than yours. Which, ironically, I think nerds do even more vehemently than jocks.
Everything is made up and the points don't matter. 40K or Who's Line is it Anyway?
