Doing a should swap of imperial guard shoulders with empire knight lance arms to make rough riders, what's the best way to cut them all uniformly? If it was just a handful I'd just clip them and shave them smooth but it'll be 12 arms and I want them to look uniform. I'm tempted to use a coping saw, but how fine of teeth do I need so as not to "tear" the plastic? A jewelers saw perhaps?

Jewalers saw most likely.

Average household tools probbly are not gonna be good enough for what you need.
A standard coping saw blade is made for wood, not plastic normaly.
