Hey I'm a new to this site, as well as actually playing 40k in general, and I was wondering if I get some advice on make an Eldar army that not only has a heavy fantasy theme, but is also effective on the table. Thanks.

When you say fantasy theme, do you mean model wise? You could potentially convert Eldar armies from High Elves from fantasy. You'd probably just have to look at the closest analogue between the two. like Shadow warriors as Rangers for example.

Another question - do you intend to do tournaments or casual pick-up games? The Army difference gets relatively vast at that point.

And do you want straight models or to convert? Ynneadwraith has got some awesome threads kitbashing eldar models with stuff from AOS Sylvaneth and others to make some more fantasy-style models.
