If a unit is the target of Soulburst and declares a charge vs. one of my unengaged units, do they immediately fight out of sequence and then get to charge another unit and attack if they wipe the first one?

If a soulburst is used to charge on your turn, the combat is resolved int he fight sub phase, same for any out of sequence charges and assaults.

They cannot either way, because you can only soulburst once a player turn.

Once per turn means both players turns right?

So if you go first and I soulburst during your turn I can't do it again during mine.
turn1= player1 than player 2

Wrong.

Turn means Player turn. So you can do it once per Player 1's Turn, and once per Player 2's Turn (per game turn).

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Turn is player turn, it is only game turn if it specifically says "Game Turn"

It is considered game turn. It will specify if it happens per player turn. The question is if a unit soulburst assaults in the shooting g phase for example does it go through a round of combat or do they remain locked unit the assault phase where they then throw punches.

Incorrect. You have that backwards (but it would have been correct in 6th edition).
