pep lec'h ha neplec'h

I've only recently come back to 40k after leaving in 5th edition and my beloved Guard that I've played since early 3rd are getting pretty stale. I'm looking into starting a new army and I'd like to do something that really takes the whole religious aspect of 40k and cranks it up to 11 but without Sisters of Battle because I'd like to wait until they finally have plastic model kits.

I envision taking Celestine or maybe Karamazov as the Warlord and having a Battle Conclave (or whatever the formation with Crusaders and Arco Flagellants is called) as a relative CC beatstick but I'm not really sure what to fill the army out with. I suppose I could just fill it out with Black Templars but at that point it becomes a Templar army rather than a Ministorum crusade. Since they got rid of Bretonnian men at arms I can't really use them to convert Guardsmen into suitable looking Frateris Militia but if you guys have other ideas I'd love to hear them.

Flagellants?

You could also use Castellans of the Imperium and their Ecclesiarchy Relics. Lets you throw in a few Black Templars for good measure anyway.

It will probably be hard without getting some non-GW bits or models. You could get some of the genestealer cult figures and remove the mutant bits to represent miners. Maybe mix in some Catachans. Would some of the AoS Devoted of Sigmar models fit the bill?

Yeah a mix of Catachange and GSC neophytes (with human heads on top) would work, you could even throw in some mix Cadians/parts in there are often ex-guard join the Ministorum armies as well

I hadn't really looked at the GSC models and I really like them, I bet with some human heads, a few skulls and a purity seal or two they'd fit the bill. I also like the Flagellants who I could probably mix with some Catachans or something. It's kinda unfortunate that Chaos Cultist sprues are the way they are, I'd like to do some headswaps and weapon swaps but I bet if I paint them largely red they'd make some convincing enough Redemptionists.

I like the Wrathful Crusade formation/detachment/whatever but I'd like to have some IG in there to be Frateris Militia. Maybe there's a small formation of IG that would be useful to add to it.

Castellans really seems like about the best list for this but having been out for so long I'm not really sure what to bring. I can see Templars taking up the standard Troops choices for taking objectives but I have a hard time figuring out what to take for long ranged anti-vehicle/2+ firepower.

There's this Cadian camo cloak + sniper rifle upgrade bit that is just a replacement for the models arms (part of the cloak is attached to each arm). You might be able to buy a couple off of one of the online bits shops and make a few guys look like they're wearing big coats or cloaks.
