I'm not aware of any detachment, for any faction, that has 4 HS slots, but my knowledge on some of the far-flung campaign books or Imperial Armour books is limited.

Looking at the BA Codex no, though I can't guarantee that some other supplement doesn't give it to them. I guess is because it would have made the lack of "Assault Marines become Troops" even more noticeable.
