As I understand, reading through my battletome and handbook, that the defined "Clan Skryre" warscroll batallion is a straight-up 200 points for:
1 Arch Warlock
2-5 Engine Covens.

So does that mean that, for this formation tax, that 1 Warlock with 2 Covens has to pay the 200 points, same as 1 Warlock with 5 Covens?
And in addition, would there be any points tax for using just an Engine Coven on its own, such as a 700 points Gascloud Chokelung?

You cannot use an enginecoven on its own and the battalion costs 200 regardless of the enginecovens used.
