This isn't really a rules-clarification question as a rules question.

I swear to God that I have somewhere seen something allowing Malefic Daemonology to summon Burning Chariots and Skull Cannons, but for the life of me I can't actually find this in the FAQs or elsewhere.

Am I imagining things? If not, can someone tell me where this is?

You are in fact imagining things. You can only summoning Burning Chariots from the Boon of Flame power from the updated Change discipline. You can't even summon Skull Cannons with any psychic powers only from Blood Tithe in KDK

In Curse of the Wulfen book chaos psychic disciplines was revamped, now each have 6 powers + 1 primaris.

As said before, one of the powers do allow you to summon flaming chariot under certain circumstances.

That's good. So the Wulfen ones replace the ones in Chaos Daemons, while the ones in Traitor Legions are for CSM specifically.

There are 3 separate ways to summon Daemon Chariots:
-Updated Curse of the Wulfen Lore of Change for Burning Chariots (yes, it replaced the Daemon codex lore, although it would be more correct to say it adds to it)
-KDK Blood Tithe for SkullCannon
-Malefic Sacrifice for Slaanesh Herald on Chariot
