I'll preface this by saying I'm a new player. I only just started collecting, I picked CE because I thought they looked great and because the guys I know that play lost their Eldar player recently (he sold his collection and plays Tau now.) While I was mid-way through putting together the first units I'd bought, the new Ynnari ruleset came out so now I'm trying to work out how to adapt. I picked up an Archon and the Y Triumvirate to play around with, but my collection is otherwise pure CE.
My gaming group says they try to play "friendly", but having said that, our Necron guy does seem to steamroller everyone whenever he plays. We also have a guy with lots of Ravenwing, several Tau players, and a CSM guy.
This is the list I've put together to get started with at 1500 points, and I guess I have two questions really:
1) Is this too mercilessly cheesy to jump in with to start? Or on the flipside, have I missed the mark and will this be terrible?
2) Any other C&C or suggestions? This is my first Ynnari list, I was only just getting used to the CE rules when GS2 came out, so I'm certainly interested to hear if I'm doing it wrong!

Personally I prefer the Windriders in minimum units of 3. Looking at your list you could bump up to 5 troop units to have more objective grabbing options. The risk with 4 I find is one guys dies and you fail a leadership they likely fall off the board. You lose one less guy in three man units, have more shooting options and better ground coverage for capturing objectives. Some food for thought. I'd also look at doing the shooting D wraithknight. It's a pretty solid list.

I've edited to make it a bit more clear, but what I meant to list was 4 units of 3 windriders each (81pts per unit, total 324.)
I was really torn between the melee and the D-shooting WK. There's synergy with Soulburst both ways, but in the end I figured because he'll want to be in close for the 7" range on strength from death, the melee build might be better. Getting potentially 2 extra D shots off with each soulburst is certainly strong though and I guess even the shooting WK is still a bit of a monster in assault.

I wouldn't worry about "cheese" if your just starting out with this army. Better off to play something you think is fun(even if it ends up being cheese) and something that will help you learn 40K and your armies specific rules.
Best way to find out if an army is balanced or OP/UP is to play it against different types of lists (Necrons, Tau, Eldar, CSM etc) and see how your lists fair against them.
If you won all your games without any problems and has crushed your opponents spirits then yes the list is cheese.
If you won all your games but you had to put "effort" into the games then your list is pretty balanced and can hold its own against different armies and tactics.
If your winning and losing is about the same then your list is good just needs tweaking or maybe needs a revamp to fix your weaknesses.
If you lose all your games without the other player feeling challenged then you need to redo the list as a whole and figure out what you want to play ,what went wrong and what was your weakness most of the time.
To me your list seems pretty good, good synergy, good bit of shooting and CC. Seems like it could last a good few rounds and seems like it could nearly handle any army (You might have trouble if against a Tzeench list or an army that summons a lot but it's noting you couldn't work around).
Maybe focus on that Necron player so that they can taste what they dish out.
Also, If you don't mind me asking. How does your Necron friend "Steamroll" everyone he plays? I play Necrons and I have never steamrolled any of the armies you mentioned.
I've only sat in on a few games where the Necron player was playing, so a lot of my understanding of where things sit is from the stories the others have told me. In the games I did see, I was completely new to 40k so didn't have a full understanding of what was going on. But for what it's worth, it mostly seemed like everyone had a really hard time fully killing his units off before they started respawning via reanimation protocols and/or a nearby barge of some kind (sorry - still not overly familiar with the Necron codex.) He also had a Royal Court with Imhotep which seemed to be touring the table blowing hell out of everything it encountered!
Honestly at this point I'm not entirely sure, I'm sure I'll learn a lot more now I have my own units and can actually start taking part in games rather than being a spectator!

Sounds like he is playing Cheese ha ha. If your afraid of what being a cheese player looks like then that Necron player is your answer.
He was probably playing a Decurion (RP is on a 4+ instead of a 5+) and most people would consider that cheese in its self as it makes the whole army 33% more survivable.
You could get a list builder app like Battlescribe? it let's you build up your lists and gives you all the the specific rules of your army and lists them in a clear way as well.
So even if your a spectator watching the game and something pops into your head you can just build it up in the app, read the rules of what you built, see if its actually any good and then go on from there.
I love building lists of all sorts to combat any future situation I could be in (I usually play in a place that holds all of my Necrons so switching lists is never a problem for me). Also, apps that tell you rules help you a lot in terms of learning the rules and remembering what they do. Meaning you should be able to play your games without hesitation when checking up rules for specific units.
its also handy having the FaQ on hand in case a weird scenario comes up and you need the FaQ to answer the scenario.
Sorry to go off point. I just wanted to help you play the game better/faster and have a better time at understanding your specific armies.
