Wave Serpents will have troops in them of some kind (haven't quite decided yet).
Should I run
1) Night Spinner and Wave Serpent with two turret mounted Scatter Lasers
2) Two Wave Serpents with two turret mounted Scatter Lasers

it is twin linked scatter lasers not two separate ones.
as for which it depends on what else is in your army. if you only have a few models wave serpents are the way to go as you will usually be fielding a few barring taking scatter laser bikes as troops.
night spinners are nice if you already have your troops in transports though and lack heavy support

Scatter lasers aren't the best option for Serpents anymore. They are a good choice, but you are better off with Shuricannons on top and below. That's 6 Str6 shots with Bladestorm instead of 4 shots without. And since Serpents want to get close, the range difference is negligible. Plus, your bikes will have Scatter lasers As to what 2 tanks you should run, that depends on the rest of your list. If you already have plenty of bikes as troops, then take the Spinner. If you are using lots of infantry, take the Serpents. -

If it's about being competitive, both are terrible but Wave Serpents are sometimes used as a delivery mechanism for WraithGuard (D or D-1 flame).
Outside of that, you will find the Night Spinner is really a great affordable tank.

Depends, do you want to play aggressive or passive with them.
If you like to stay in the back field more take the longer range or more shots and night spinners
If you like to get up and close then take serpents and make them cheap and effective with shurikens or scatter.
