Try stirring as well. Sometimes the pigment settles to the bottom of the bottle.

If it's a dropper bottle try adding something into it to stir it when you shake it.

Yep, and droppers can have the tip popped off easily - dig around with the end of a worn-out paint brush and see if everything has congealed in one end of the pot.
