Hey there, Thinking of starting Warhammer 40k again after selling all my models a few years back. Really like Cypher and i really like the new MT storm troopers. Is there anyway i could attach Cypher to a squad of them? Im not really sure how it all works so any help would be lovely. Also would it be easier to run the IG/AM codex or the MT codex if i wanted to run this? Im not too keen on the idea of running a squad of chosen with Cypher as an attachment because i really don't like the Chaos models because i want to run quite a fluffy "forces of good" army and the idea of shrouded MT storm troopers sounds really cool. Would they lose move through cover? Sorry for so many questions Thanks again!

Yes, you can!
They cannot deploy in a vehicle, but he can join their squad.

They're battle brothers, so it's legal.
They're both good at taking down marines and Cypher's one of the few combat characters that can do range, so that works, too. Storm troopers can take special weapons, so you could also design a unit around a bunch of AP 2 fire. STs are also decently durable (as far as IG go), so if you kept him in a larger squad, it wouldn't dissolve your points sink.
The only thing I can think of that you're losing is deep strike, but that's fine.
Would it be optimal? I have little idea, since I've only played them in a vanilla IG army. Would you regret it? Probably not.

To be fair, with the new rules he isn't in a unit of chosen anymore. There's a minor faction called "Fallen Angels", Cypher and 1-3 units of Fallen, which are represented by GW as black armored marines either wearing DA stuff or older marks of armor (Mk IV specifically).

Cypher with a unit of Fallen Champions can be awesome if you infiltrate them close and have Cypher go balls out with his guns.
Otherwise I would not field the Fallen. They seem to be pricer Dark Angel Vets with less rules. Cypher himself has enough attacks to deal with most non-tarpits on his own (his plasma pistol firing twice and being essentially twin-linked means he can even handle light vehicles on his own). If he isn't infiltrating, I'd give him an escort of extra wounds and a transport he can fire out of (him in a Rhino would be pretty hilarious actually).
