If you were to start a new 40k army and your choices are the Imperial Guard, World Eaters, or White Scars, taking fluff, tabletop ability, and appearance into consideration, which would you choose?

I voted for White Scars, but that's because
1.) I'm asian and thus bias towards the badass biker mongols
2.) I do not have a biker army yet
3.) I have two World Eaters armies and an IG army already.

The guards have the best fluff, imo,but are kinda low on the tabletop right now. That being said, they are still fun. the wyvern is probably the best anti-infantry tank out there and will even screw over terminators. The LRBT is pretty solid all around, and while a single guardsman is a joke you'll be able to throw at least 70 of them with support vehicles onto the table and with numbers like those you'll beat the law of averages. That being said, you have to buy all of those models.
If you just want to screw with people, there is a formation that lets you take an unlimited number CCS (which is the guards warlord unit) Each CCS can take a MoO which drops 3d6 scatter basilisk shots. Grab a bunch of those guys and shove them behind cover (preferably a building or defensive structure) and give them orders to make them more accurate. Cheaper than buying an actual guard army, more cost effective per points as well.

Tabletop ability? White Scars without question. IG are...poor this edition, and a proper fluffy World Eaters list isnt going to be any better without turning it into a more generic Khornate list while White Scars have tons of powerful Space Marines units and abilities with fewer self restrictions.
Fluff & appearance? Entirely subjective, though IG give you the most options and variety.

I voted White scars because they have cool fluff, Jatagi Khan was one of the coolest primarchs, and before the latest angels of death you rarely saw them. They are kind of FotM right now, but the nice part about FotM is that it changes frequently. Guard is probably the lowest on my list because it is a lot of work, the pay out is awesome, but I just don't have the patience for them since I adopted my paint before play rule.

With those as the parameters, I would pick White Scars. They're one of the OG chapters in every sense and I feel they're one of the armies where you can really do something with their colour scheme.

Gah! I don't know.
I try to stay away from models with too large a model count because I know I'll lose interest before I paint them all so probably not guard.
I have a World Eaters army at the moment but they get no game time these days because of how poorly the Bezerkers are treated.
White Scarz might be nice but they killed of DOOMRIDER!
I'd probably go with a mechanical Guard legion of tanks out of the three but I don't know how long I'd last with it.

I've had decent luck using World Eaters with the new Legion rules. However the sad part is it requires me to NEVER TOUCH BERSERKERS, since compared to a buffed up marine with the MoK in that army, Berserkers are horribly overpriced. Kharn is still a murder machine though.

I'm going to vote for White Scars. Never played with or against them, but I really like the color scheme. The rules seem pretty solid too. Being able to hit and run with bikes is awesome, and super jink won't hurt anyone. +1 Strength on HoW won bikes is cool too.
I'm one codex behind on Space Marines though, so I don't know if Chapter Tactics have changed.
