Do you have Gathering Storm II: Fracture of Biel-Tan? It has the answers to all your questions.

What do I recommend? Well, the meta has evolved into two types of armies. One army runs multiple MSU's to maximise the Strength from Death rule and to summon the Yncarne. The second army style tries to pack as many Psykers as possible into the army to make use of the excellent Revenant discipline. Most of the armies I've seen have only a sprinkling of Dark Eldar units included, but Raiders with a bunch of Wyches or Incubi are a frightening possibility backed up with Eldar firepower.

I'd say get the book first before making your army.

If you are going to play the Ynnari, then yeah, you need the book, along with the Craftworld Eldar Codex and the Dark Eldar Codex.

All 3 codexes are needed to use the formations properly.

And no, you cannot use all units from the codexes as Ynnari. Some Eldar units (such as the CWE Avatar) are not allowed in the Ynnari armies, and they are all listed in the Gathering Storm 2 book.
