Five years ago, I had a Space Wolves army in WH40K. I started with a collection of around 20 1st edition Terminators some guy sold me for cheap as they were leftovers of a larger collection he bought and sold on eBay, but then massed enough to build two different army types. However, just before 6th edition, I decided to sell it for a number of reasons:

1) I was a freshman in college at the time, and also working to pay my tuition, so I had little to no time to paint each model super detailed, and had barely painted around twenty of the fifty or so Space Marines.
2) Also due to the above, I had little to no time to play the game. Within the span of about a year, I had only played five games total.
3) Of those games, I won three of them. The two I lost, I lost due to only using the Terminators, which spurred me to start collecting Space Wolves in the first place. The three I won, I seriously crushed my opponents without trying. Literally all I had to do to win was to march forward and shoot things. No strategy or tactics involved. If I'm going to play a wargame, I want to win or lose based on my own planning and decisions, not because I had a better army.
4) I just didn't care for GW as a company. Pretty much any complaint someone had about GW at the time, I also had that complaint.

So I moved on. I started collecting and painting spaceship miniatures from different games, as well as searching eBay and the antique shops nearby for some older ones made in the '70s and '80's. I also got a large collection of Star Wars: Armada ships and recently began slowly collecting X-Wing ships.

Recently, however, I noticed the release of the Betrayal at Calith and Burning of Prospero game boxes at my FLGS. I took a look at them and thought to myself, "Huh, $150 is a pretty good price for what you get in these boxes, and almost everything in there looks cool. If I ever got into 40k again, these would be a good place to start."

Then, I came across a video by Tabletop Minions discussing using very simple paint schemes for miniatures:

After watching that, I thought to myself, "Well, if I went back to 40k, got those boxes, and took this guy's advice, I could actually paint an army fairly quickly, even while spending more time on the 17 1st ed Terminators I still have."

And then I started hearing rumors about changes in GW. Expansion on the 40k story, actually listening to customers, re-releasing older content, and the soon-to-be-released 8th edition being *gasp* actually balanced!

I still have a ton of miniature space ships from various stuff to paint up, but when I'm done with that (or perhaps even before that), I think I'll come back and get Betrayal at Calith and Burning of Prospero.

However, in coming back, I have a few questions:

1) I've still got about 18 Terminators, so I'm not sure I need any more. They are as follows:

4 Terminators with Storm Bolters and Power Swords

1 Terminator with Storm Bolter and Power Fist

2 Terminators with Cyclone Missile Launchers, Heavy Flamers, and Power Fists

2 Terminators with Heavy Flamers and Power Fists

3 Terminators with Heavy Flamers and Power Swords

3 Terminators with Assault Cannons and Power Swords

2 Terminators with Thunder Hammers and Storm Shields

1 4th ed Grey Knight Pala...I mean Librarian in Terminator Armor

With this many Terminators, do I really need any more, or could I just sell the Cataphractii and Tartaros Terminators?

2) I don't really care for Wulfen stuff, or Thunder Wolves, or really anything directly wolf related that makes the Space Wolves good in the current meta, so I'm thinking of switching to a different Space Marine Chapter/Legion. Which one would make the best use of what I have/will have without needing too many additional purchases? Also, who has (or will have) good Terminators?

3) What kind of vehicles should I get? I kinda want to try a Predator, but they weren't good in 5th, and I haven't heard or seen much about them since. I probably should get two Rhinos. I could also save money and get a Land Raider instead.

4) Do I really need air units? I don't want any because they'd be more complicated to paint, but my strategic side says: https://en.wikipedia.org/wiki/Air_supremacy

5) How are Devastators currently? I want to recreate something from my old list that was theoretically powerful but never worked because dice. I want to get multimelta devastator bits, convert ten of the MK III Marines into devastator squads, load them into a drop pod and drop that pile on something big.

6) Is getting these boxes and selling what I won't use a good approach? Or do you think it would be better to go on eBay and buy a bunch of Mk III and IV Space Marines, some kind of HQ unit, and Custodes? (Not entirely sure I can/want to use Custodes but I need them because reasons https://www.youtube.com/watch?v=GV07YSuKNk4

Finally, how true are the rumors about GW's new, actually good business practices? Are they trying to balance 8th edition? Should I come back anyways?

Well, major purchases might be inadvisable. I suggest practice games with what you have and purchasing only whats additionally necessary to make it work. That way you're not spread out too far.

Honestly most of us use stuff from 2nd edition and I dont have much fear about it.

Devastators arent good in the general sense but they are good in certain formations. The Blood Angels have a formation of three Terminator units which drop in and can assault immediately. theirs a lot ot be said for that,

I also am seeing more reasons for larger terminator squads to exist. the amount of things they can gum up and the time they can do it for is truly invaluable against some mobile forces who use movement against a slow Terminator force. wrapping them all up in hugs all at once certainly sounds good.

Hold out bait to entice the enemy. Feign disorder, and then crush him.
