Hey there guys,

I love Cypher but i also really want my first army to be dark angels with a combined detachment of space wolves.

I was thinking of adding Cypher to a group of space wolves and create some fluffy between the two armys but would that be allowed in any way?

Unfortunately no. Cypher has one of those "Cannot be taken in the same army" type wordings for his restriction. This is different from "Detachments" as when the word "Army" comes up, it means it encompasses every model you own that you brought to the table. So even sticking him in a detachment that would be friendly to him wouldn't work. It's like how you can't have 5 abaddons in the same army (or any unique character) by trying to take 5 different detachments.

Your best bet is the old spees marinade switcharoo find a Space marine chapter that resembles Dark Angels colorscheme and tactics paint them as Dark angels but play them as Space marines.

A Dark Angel fell on a watcher in the Dark Shroud silently chanted Vengance on the Fallen Angels to never be Unforgiven

Rise of the Primarch, page 118, has this grey area, where the Fallen Angels faction is lined out. It completely rules out adding Cypher, and the Fallen for that matter, in an army that has models with the Dark Angels faction. So in short, the answer to the original question is 'no' indeed.

Like Bishop said, you could use a non-Dark-Angels-Faction, Dark Angels like Space Marines army and include Cypher. But other than that, the Fallen Angels faction is quite clear on this. Not in the same army, so not even as Come The Apocalypse ally levels.
