The only rule I can find on technomancers is that you must bring one when you have more than one relic.

Can you clarify? Are you talking about Techmarines and Relic units or Librarians rolling on technomancy or...

I'm talking about IA:13. You need a technomancer if you want to bring more than one relic unit, but as far as i can tell it's never actually explained how to do that.
The only mention I can find is this: "[ you can take one infernal relic].However, if more than one model with this rule is taken in the Primary Detachment, it must also include a Technomancer purchased as a HQ.[ either abbie, warpsmith or a malefic sorcerer]"

I imagine space marines have a similar rule for their relics vehicles. Though calling it a rule is a bit of a stretch tbh unless I'm missing something.

Yea but they also prevent models from being devoured by a possessed vehicle. It only works with infernal relic vehicles but I 'm messing with a list that contains two kharybdis' so it would be benficial if I could stick a technomancer in each.

The rule only states the minimum you need to take, not the maximum. so if you want to take two technomancers with two infernal relic vehicles you can, but you cant take two infernal relic vehicles without at least one technomancer

I don't see any reason you can't have multiple technomancers.
