I think it is either Sanguinary or Technomancy or Flumination. The former are more reliable in what you want to get: the +D3 I and +D3 A. While in the Technomancy you may want the Warp Metal Armor which increase your survivability. In the Fulmination you may want that 3++ or Electrodisplacement.
In the ITC format that I play in electro displacement was needed, the units can't assault after moving with the power. What do you think about pyromancy? I know it's over all bad but two powers give a 4+ save which is needed.
