-- I don't know about the viability of using an Emperor's Champion, but at least on paper, they're a good HQ Choice.
-- -- I assume you're running the EC with the Crusader Squad, in which case I would suggest replacing him with a Chaplain (maybe with some extra gear). Having his Initiative 4 Attacks at S6 AP4 is pretty decent, plus you get the extra attacks in the first round of combat with Zealot (which is awesome given the size of the squad and the fact that it has two Power Weapons).

-- If you want a Special Weapon in the squad, I would replace the Meltagun with a Flamer. A crusader squad is highly unlikely to be selecting targets that the Meltagun is most effective against. Crusader Squads work best against other infantry, not vehicles.

-- Land Raiders cannot take Dozer Blades.

-- The Bike Squad is OK, but I'd run an Attack Bike w/ Multi-Melta as a separate squad to complement it and add in some extra Anti-Vehicle capabilities. Also, Grav-Guns are more

-- The Predator is fine, but is relatively reliant on line of sight and positioning, so this choice is only good (in my opinion) if the battlefield is relatively open.

-- Now, the combination in your 1st Company Task Force has thrown me a little because I'm not sure what it's trying to do.
-- -- A Terminator Squad with a Heavy Flamer isn't going to be very useful unless it can also charge it's target since it will have to be relatively close to its target (perks of using a Template Weapon),.
-- -- -- This means that you'd need a Transport with the Assault Vehicle Special Rule, in which case the debate of Terminator Squads vs Terminator Assault Squads arises.
-- -- Judging by the points cost, I assume you're giving the Vanguard Vets Jump Packs. The Squad would benefit more from being a 10-man squad (because of the nature of Black Templars Chapter Tactics) as well as some Storm Shield for the 3+ Invul.
-- -- -- Given that the entire formation is foot-slogging it in your list (as far as I can tell) and the Crusader Squad and your HQ are inside the LRC, that puts the 1st Company Task Force (particularly the Vanguard Vets because they'll probably be ahead of the other two squads) in a particularly bad position since they have no transport to protect them and - in your list - no Invulnerable Saves either. This means that your 160-Point Squad is going to die very easily.
-- -- A baseline- Sternguard Squad is going to do very little and will be points-inefficient. A Strenguard Squad works best when they're fully kitted out and has a transport.

So let me explain the changes I've made (first to the CAD):

-- The Chaplain has replaced the Emperor's Champion for the aforementioned benefits. The constraint of points aside, I don't think he needed any extra wargear. He and his squad are there to do damage to infantry, the combined benefits of Zealot and Black Templars Chapter Tactics on that Crusader means they should do just that.

-- As for the Crusader Squad itself, I've removed the Special Weapon since even having a Flamer in such a Squad is of relatively little benefit in my experience. Theoretically it sounds quite good to have the Flamer in a squad that hopes to get into melee, but I've found it to not be as effective as it should, so why waste the points? I've also specified Power Swords because they're better than other Power Weapons against MEQ's because they're AP3 and strike at Initiative. If you're going against an army like Orks, Power Mauls might be better.

-- I've removed the Predator Tank and modified the Bike Squads so that they're more useful all round. Especially combined with the changes I made to the 1st Company Task Force, you don't need any more anti-infantry weapons. Meltaguns are the same range as the Grav-guns and better against vehicles (while still being useful against infantry predominantly because of the Bikers' movement range). I gave the Bike Squad an Attack Bike w/ Multi-Melta and duplicated the squad for extra firepower. Finally, I gave them Locator Beacons for the sake of the Drop Pods in the 1st Company Task Force.

-- For the 1st Company Task Force, I got rid of both the Terminator Squad and the Vanguard Veteran Squad. I don't think they're going to be very useful at all. So insetad, I replaced them with an additional Sternguard Squad and a Terminator Assault Squad.

-- I gave the Terminator Assault Squad a Land Raider Crusader kitted out exactly the same as the other as a Dedicated Transport. So now you have a very powerful combo when you combine this with the Chaplain, his squad and their transport.

-- Now the two Sternguard Squads are fully kitted with Meltaguns and Combi-Meltas, making them actually useful and a points-efficient 'purchase' for your list. I then gave them drop pods so that they have a delivery method. Alternatively, you could put both squads into their own Rhinos, take the Locator Beacons off the Bikes, and find another way to spend the final 24 Points.

So with this, I've tried to make sure you have anough anti-infantry capabilities in the right form which will also take advantage of the Black Templars Chapter Tactics; I've tried to give you some decent anti-tank capabilities with all the melta; I've tried to add in some extra mobility in order to make it tactically easier; and - assuming there are no Flyers in the lists you'll be facing, I think you'll do fine with this list.
