I don't mean to ask a daft question, but is there anything about Citadel's PVA glue that makes it better suited to working with Citdael flock/ and other basing products than other brands of PVA glue? Does anybody have any recommendations on this, or would you say any PVA glue goes?

Even Elmers will work fine, it's just a bit more tacky. PVA glue is pretty much PVA glue, no need to cough up extra for Citadel's name.

No.
I'd say that you should go for tubs of DIY store PVA as your best bet, both in terms of value and effectiveness. Art store PVA is often heavily diluted and doesn't work as well.

Incorporating Wet-Blending

I've found the bottle more important than the glue! Many non-school glue bottles are sold with a tip that you cut then put a cap on, rather than that awful orange twisty thing. If you buy the Woodland Scenics Basic Diorama, which is good for basing materials and can be bought at Michael's with a 40% coupon, you get a bottle of "project glue" which you can refill with the Elmer's stuff.

Woodland Scenics also makes a PVA like glue called Hob-e-Tac. It is a very tacky glue that was originally designed for the plastic tree kits they sell, but it works great for certain types of basing elements. I tend to use it for attaching bushes and other small plants to the bases of the miniatures.

If I may make a small suggestion:
Stumbled upon this stuff and haven't used anything since, note the "Max" label. It's an excellent glue for hobbying with bases etc. Stronger than normal PVA, but the "max" version doesn't have the stringy/tackiness you associate with wood glue. It's got a perfect texture.
It also comes in some damn large bottles since it's intended for use on large wood products.

Seconded.
I've literally used scores of different pva brands and types and that one is by far the strongest (while still remaining somewhat flexible) and is my go to for basing and the like.

Yep, there's something in that glue which keeps a very light flexibility, meaning the glue isn't prone to cracking/chipping/snapping etc.
