Ok, so is it a TOTAL of 10 including IC's or 10 command squad + IC's?

EX:
Master w/ command squad, included in command squad is 1 libby and 1 chaplain.

Would the total number of models available be: 10 (as in a total cap of 10 models) 11, Master + 10 model command squad which is 8 models + libby and chaplain or 13, Master, Libby & Chaplain + 10 command squad models?

I would lean towards 11  because it notes that the characters joining the squad are a member of the unit but I would like to hear other oppinions.

Of course you are getting in to command squads that cost around 650pts if they aren't in terminator armor if you are putting both libby and chaplain in the squad but my normal build for a HTH command squad always has a master & a reclusiarch so whether I get that extra ablative wound or not does matter to me, also because VP conditions change a bit.

Sergeant and 4-9 Marines, as it says under 'Number/Squad'
The IC is extra.

when the codex says that characters joining the squad under the attachment rule are part of the unit it means that the characters cant leave the unit, not that they take the place of one of the bodyguard...(counting fingers).. so that adds up to 13 is the maximum~ but it would be a huge amount of points for one unit
