I believe 40k uses 28mm Heroic style for miniatures? I ask becuase I was considering making a WWII 28mm German army, that could also proxy in as Astra Militarum. The only issue would probably be vehicles. Although if the tanks and aircraft are all proper scale... I imagine it should be fine for most non tourney play?

With the infantry, 28mm is what forge world Death Korp and Drop Troops look like - so size isn't the biggest factor. Making it look 40k-ish is. My suggestion is to make some sergeants/ command squad look like a hybrid of the 2 forces. Add some vox casters, lasguns, banners to your ww2 kraut force and people honestly won't mind - unless its tournament of course.

With vehicles - thats another issue. 40k tanks are really different to what the market has. 1/48 scale is probably closest to a Leman Russ - but its longer, and shorter. 1/56 is bigger than a land raider. Again, it should be okay - but maybe add in some neat stuff.
