I heard somewhere (possibly FLG) that there is a 25 point ruin that you can take as a fortification and it's the building included in the Renegade box set, which I have. Does anyone know if this is true and if so, where these rules are listed?

Do you mean Imperial Knights: Renegade? If so it just comes with this: https://www.games-workshop.com/en-CA/Sanctum-Imperialis

It's only good for making scenery, as far as I know it isn't an actual piece of foritifaction.

The planetary onslaught book gave fortification rules to all the GW terrain sets

One thing to note is the rules for those ruin fortifications require you to build them as seen on the box (no cant abuse the fexibilty of the kit)

I...did not actually know that.

Now I kinda feel bad about cutting up my ruins to make armor plating.
