Hi I am a poor mans warhammer 40 k player but I make the most out of what I got.I thought about making a unbound team out of papa smurf 5 tartaros terminators, one dreadnought, 10 Chaos cultists and one chaos lord.but can I play a normal kill team and pass everything of as alpha legion?

I think you'll struggle to fit that into a Kill Team game - the point limit is normally 200 or so!

You can take all of that in an Unbound army, but the allies rules (rulebook pages 126 and 127) will still be in effect, meaning the Chaos models and Imperial models have to be deployed apart, and have a chance of doing nothing during a turn if they get too close to each other.

The simplest way might be to use the lord and the cultists, use the normal chaos terminator rules for the tartaros, and the Helbrute rules for the dreadnought.

Can just say that the Dreadnought is a Helbrute and the Terminators are ... Terminators

Upto you of course
