Can the big guys screen the small guys in 4th ed?

I have seen it referenced a number of times in discussion of the zilla list, and I wondered if it was in fact possible to screen the little guys.

Is it a profile thing or a TMC thing, and can TMC screen say warriors or only something like genestealers?
