Is there any areal where a normal marine would do nettet than a Primaris Marine? I guess, without heavy weapons, Primaris Marines have fewer options, but is that it? Are they supposed to be more unstable or anything like that?

No, strictly better would suggest some degree of equality to base them off, they're more expensive than the regular marine, move slower, don't appear to have access to a lot of weapons either.
When you can't afford a squad of Primaris Marines but can afford a squad of regular Marines.
Chances are good Primaris Marines will have some kind of bulky rule and require Land Raiders rather than Rhinos.
When you need more bullets rather than more power.

No & here is my reasoning. Many of the new weapon changes apply D(x) wounds. Normal space marines have 1W. Primaris have 2W. Because of the way the damage is spread, often times the wounds are applied to a single model. So now where in many cases those extra wounds would just be wasted on a normal space marine, they aren't on primaris marines. Meaning you are losing extra points.

No they arnt better just different if they'd made them better people would of revolted.

I meant of course their points cost aside - hopefully they're balanced. How about their psyche? Is there anything that points to more or less brainwashed or better tactical abilities? I guess this is more about their background than in-game rules.
