Is there a good way to model a good looking breacher marine without breaking the bank on the ForgeWorld sets?
I can't seem to find individual breacher shields to use on regular marines

Lots of 3rd party companies make shields like that. Try Puppets of War, Anvil Industry, Maximini, Kromlech, etc. I'm not sure who does them, but I've seen a ton.

You could always try making your own shields. Learn how to rivet using plasticard and you're done.

I had the same thought and did a lot of reaserch, the results are here:

I never found anything I liked enough to pull the trigger on. Everything was either a bit too pricy, or had some dealbreking flaw in my eyes.

Now opinions vary, so come to your own decision. And if you find anything I missed, let me know.
