After reviewing all the Space Marine rules, it seems to me like running any other Chapter beside Ultramarines is a disadvantage. Ultramarines have the largest array of special characters including Guilliman. Guilliman on his own would be worth it in my opinion. Granted, most of his abilities would affect other Space Marine Chapters. But why do that when you can have total synergy. I know the Space Marine Codex will include Chapter Tactics. But if they are just Stratagems, I wonder if that will be enough. Maybe Chapter Tactics plus relics will tip the scales, but I am still quite a bit worried at the moment.

Maybe ... If all you want into do is win games then maybe. If you want to build your own chapter or splinter faction then maybe use some of the same rules in a counts as fashion. Look at the listings as a guidebook more than a cut and paste resource.
