5 Sternguard all with combi-plasma, opting to shoot both weapons for a -1 BS at 1/2 range. Then shoots Rapid1 for both guns, so each model gets 4 shots (2 bolter, 2 plasma), and the entire squad fires 20 dice worth of shots into something. Wow.

Yeah that looks to be the case.

It's hard to envision them moving within rapid fire range and not getting charged, though.

So they'd be spitting out that many over watch dice but probably not that many in any real shooting phase.

Mediocre probability of successful wounds with a -1BS you mean?
What if they were accompanied by a Captain with re-roll on 1's? This way you'd improve your chances of hitting and take advantage of supercharged rounds with far less risk of dying.
