Need a clarification on how cover works with armour saves, especially against 2+

If i have a marine in cover (3+ base armour save) he gains a 2+ save against AP 0 weapons. Similarily, he gets a 3+ save against a AP -1 weapon.
If i have a terminator in cover what kind of save does he get from an AP -1 weapon? A 2+ or 3+?

Terminator in cover has a 1+ save (though a 1 always fails). If he's hit by an AP-1 shot he gets a 2+ save.
