So Cicatrix Maledictum - pretty crappy for the Imperium, not gonna lie. So the Northern half of the Imperium is screwed, Big E's light does not reach them, nor can anyone else - again, pretty crap.
But up in the top right corner is this weird cone called the Astro Telepathic Duct. But what is the Astro Telepathic Duct? What is the purpose of Nexus III Astro Station?
WHAT DOES IT MEAN?


Since duct means 'a tube or passageway in a building or machine for air, liquid, cables, etc', and the Astro Telepathic part is an obvious reference to the Astronomican. It think the most sensible conclusion is that the duct is a piece of space that the Emperor's light, or something similar, still operates and allows sage void travel. It also looks like Nexus III Astro Station has some cause of this. It also leads to the world of Desperation. It says that Desperation in m.31 was the site of a massive battle between the NL and DA resulting in the NL destruction. In more recent time the human population of the world was conquered by Dark Eldar, and the Imperium destroyed them.

Did the Dark Eldar do this? Did a CSM faction? If they didn't, then who made it and created this? Is it the only one in the entire galaxy. So many questions.

Looks to me like you're spot on with the notion of a space that the Astronomican can reach. Likely the closest point that Imperial ships could jump to when looking to reinforce Baal.
