As per the title does Guilliman count as slain for slay the warlord and tactical objectives? At the moment of losing his last wound?

His rule activates after being slain and remains slain until he has a chance to get back up at the beginning of the next turn.

So if i draw tactical objective for killing a character or slaying warlord and achieve this by slaying Guilliman on turn 4. Are these objectives achieved or must we wait until top of opposing player turn 5?

I'd say you have to wait until he's dead dead. Slay the Warlord is only at the end of the game though, so if the game ends with him down that counts as Slain.
