So I have pre-ordered the rulebook and the Xenos 1 book. I was going to do craftworld eldar but Ynnari seem straight up better for little or no drawbacks. I also like some of the dark eldar units (incubi, kabalites and scourges especially) but really love craftworld tanks and wraith units and most of the aspects. I'm totally unsure of where Harlequins fit into it. The issue I am having is coming up with what a good mix of units would be. Right now all I have is the Craftworlds Start Collecting box, a Farseer on foot (debating making him into a Warlock by using the Warlock Skyrunner head), a box of Dire Avengers, a box of Guardians, a Wave Serpent that I got in a trade that was preassembled with scatter lasers, and a war walker that I need to find the weapon sprues for. I'm thinking I could do a solid mix of an army with Kabalite Warriors in Raiders as the main infantry, backed up by aspect warriors, tanks and wraith units (fluffwise this can work too because the Kabalites want to fight, so the Craftworld doesn't need to use the guardian militias). I'm thiking my fluff is basically going to be that the craftworld and the kabal enter into an alliance brokered by the Harlequins who have been sent by Yvraine (who is elsewhere) and kind of convince them that the only chance for the race's survival is to embrace Ynnead and put aside the differences (I imagine it would be about to come to blows between the Autarch and Archon), and both of them kind of lower their weapons. Anyone have any suggestions for what might work with them in 8th? I don't really want to use the Triumvirate so a choice of HQ is really puzzling as the Farseer and Warlock can only buff the CWE units ("Asuryani"), and I'm not sure about for example Reaver Jetbikes vs. Windriders, or where Harlequins fit in (thinking as a melee unit in a transport). I'm thinking roughly something like: HQ - ??? (do I want one for each group?) Troops - 10x Kabalite Warriors in Raider (weapons TBD, maybe blaster and splinter cannon), 10x Kabalite Warriors in raiders (same loadout as the other squad), 10x Dire Avengers in Wave Serpent Elites: (Aspect Warriors; maybe Scorpions?), Wraithblades (love these models) Fast: Wind Riders? Heavy: Fire Prism (like tanks), Wraithlords? (love this model)

Based on my experience with soulburst in 7th, Ynarri are definitely way stronger as a shooting army. As you say, its a straight up upgrade for the Craftworld Eldar as well as ranged Dark Eldar units such as Scourges and Kabalites.
Unfortunately, the Dark Eldar & Harlequin close combat units tend to be better keeping Power from Pain/Rising Crescendo, making them a little bit sub-par in a Ynarri army. If you're desperate for close combat infantry I think Striking Scorpions & Wraithblades are a solid choice. Not convinced by Howling Banshees with their 2 strength 3 attacks though others may disagree.
For your HQ the Farseer is a great choice for a mixed army thanks to her great psychic defense & support - definitely run Doom as one of your spells it will work for non Asuryani units. Both the foot variant and the Skyrunner are useable, though I favor the foot variant due to it being way cheaper, looking cooler and T4 being less necessary with no Instant Death this edition.
For your second HQ, its a tough one as unfortunately I don't think the Archon, Succubus or Autarch are that great. If you bring Wraithblades, consider a Spiritseer as they have solid synergy.

I did some comparisons between Incubi and Howling Banshees, that might help (I'm not a big fan of the Banshee models anyways, but I really really like the Incubi models):
* Banshees get 13 attacks plus 4 shooting attacks via pistol (chance at AP:-3)
* Banshees move 1" further and get +3 to charge and always strike first
* Banshees run about 13 points cheaper with standard equipment
* Incubi get 20 (klaivex uses single blade) or 22 (klaivex uses dual blade) attacks with +1 S to banshees; same AP
* Incubi have 1 better save but slower and no shooting but chance of doing multiple wounds
Scorpions and Wraithblades are some of my favorites so I might bring them. I do definitely think that DE can do better shooting (overall) and then CWE has better melee options (barring Incubi).

In terms of hq we have dedicated ynnari hq as well.
Visarch is pretty garbage though does nothing for the army
Yvraine gives a very nice psychic boost.
Yncarne is a beast and the psychic is nice.

If Im not mistaken the Archon costs only 58 Points with an Agoniser + Shadowfield. And since Shadowfield is an ability now its not restricted to one per army.
So just use multiple of those ?

Haemonculi can't be taken in a ynnari list.
