Subject: How are points calculated in 8th edition?
An Astra Militarum Commissar costs 30 points. He is equipped with a bolt pistol in his unit entry.
So do I add the cost of the bolt pistol to a Commissar's base cost? That would make him 32 points.
Another example, rattlings cost 5 points per model and are equipped with sniper rifles. Do I then take the 5 points and add 2 for the sniper rifle? So they are actually 7 points per model?

In general, yes. Some points tables include wargear (usually special characters with no options) others don't. If it includes wargear you're good to go, otherwise you have to pay for them.

Might I challenge you a bit? In the unit entry for Leman Russ, it says that each Leman Russ is equipped with a battle cannon and a heaby bolter. But if you go down to the points section, it says that a Leman Russ costs 132 points, and a battle cannon costs 22 points. So is this just an exception for Leman Russes? It seems there is no consistency.

There are only two ways to tally points for a unit: 1) For some named models (clearly indicated by which points table they are in), the listed cost is the final cost. 2) For all other models, the weapons and wargear are added to the base cost of the models in the unit in order to get the final cost. You will note that, for some weapons that are unique to a model/unit, they have a point cost of zero.

But you are just assuming this correct? There is nothing official from GW. How can we assume that both 1. Commissars get their listed wargear for free and 2. Leman Russes have to pay for their listed wargear. This isn't logically consistent.

What gives you the idea that Commissars get their gear for free? Especially when the column for the model's points specifically says that it does not include wargear?
