Can non-infantry charge models that are on the 3 inch or 6 inch level of a ruins in 8th edition?

The movement rules for ruins states that non-infantry without the fly special rule can only end on the ground floor.

The restriction only applies to (non-flying) vehicles, monsters and bikes, but yes that's how the rules currently stand (they can't possibly charge an infantry unit on an upper level of a ruin).

A vehicle model that doesn't have a base (and therefore measures from its hull) that is tall enough would technically be allowed to charge an infantry unit on a higher level if part of its hull could theoretically touch the infantry models bases on the upper level.

Hopefully GW will FAQ it and change/clarify this, because personally I don't like unchargeable situations, but who knows, maybe they meant it to be that way to encourage army diversity.
