So have a few questions about command squads in the new army list:
1) If I want a "traditional" command squad I now have to use up 4 elite slots to have the basic company veteran squad an apothecary an ancient and a company champion?

2) Is it possible to now have a bigger command squad by increasing the size of the company veteran squad and then adding the specialists?

I ask because I've just converted up a new captain and command squad to use and wanted to know how it would work now.

Yes you can have up to 5 Company Veterans and then add your Apothecary, Ancient, Champion and Techmarine. This conveniently makes a 9-man squad, then you add your Captain (or other officier) for a 10-man squad that can fit in a Rhino/LR/Pod.

Using 4 Elite slots is no longer a problem as you simply take an extra Vanguard Detachment which has minimum requirements of 1-2 HQ and 3-6 Elites.

The new game specifically states how many detachments you can use at a particular points level (1 + 1 per thousand points of army or part thereof). So even in small games you will always be able to take at least 2 detachments.

Brilliant thanks for clearing that up!

Just to be clear, the rules do not limit how many detachments you can take. It offers a suggestion on limiting detachments for organized play, tournaments, etc. but stops short of saying "you may only use X number of detatchments."

Now I expect that if you go to a tournament, most will implement these restrictions, but it's not an actual rule in the BRB.
